TOURISM AS AN ECONOMIC
ACCELERATOR:
DUBAI’S ROLE IN UAE’S GDP GROWTH
By Patrick Macdonald, Senior Financial Adviser at Blacktower Financial Management
Dubai’s thriving tourism industry is a major contributor to the UAE’s economic expansion, with recent gains in hotel
occupancy, interna琀椀onal visitor numbers, and ongoing investments in tourism projects propelling economic growth. As
the UAE con琀椀nues its drive towards economic diversi昀椀ca琀椀on, tourism’s impact has become increasingly prominent,
re昀氀ec琀椀ng the sector’s resilience and alignment with the country’s strategic goals.
RECORD-BREAKING HOTEL OCCUPANCY AND
VISITOR GROWTH
Dubai’s hotel sector demonstrated a strong rebound in
2023, with occupancy rates averaging 75.6 percent through
November, according to Emirates News Agency WAM. This
昀椀gure re昀氀ects the city’s con琀椀nued appeal to interna琀椀onal
tourists, supported by a robust tourism infrastructure and
strategic marke琀椀ng campaigns. The up琀椀ck in occupancy not
only showcases Dubai’s resilience but also plays a crucial
role in suppor琀椀ng job crea琀椀on and s琀椀mula琀椀ng related
industries, such as retail and transport, further anchoring
tourism’s signi昀椀cance in Dubai’s economic landscape.
Dubai welcomed an es琀椀mated 12.4 million interna琀椀onal
visitors during the 昀椀rst nine months of 2023, marking a
signi昀椀cant increase year-over-year, as noted by Middle
East Brie昀椀ng. This rise is a琀琀ributed to Dubai’s diverse array
of a琀琀rac琀椀ons, ranging from luxury shopping and modern
architecture to cultural experiences. It also indicates a rapid
recovery to pre-pandemic tourism levels, driven by relaxed
travel restric琀椀ons, streamlined visa processes, and growing
interest from emerging tourism markets.
UPCOMING PROJECTS BOLSTERING ECONOMIC
GROWTH
In line with its ambi琀椀ous Na琀椀onal Tourism Strategy 2031,
Dubai is ramping up investments in tourism infrastructure
to accommodate and a琀琀ract more visitors. The strategy
aims to increase the tourism sector’s contribu琀椀on to the
UAE’s GDP by focusing on new hotel developments,
58
entertainment venues, and eco-tourism ini琀椀a琀椀ves. MEED
Research reveals that Dubai’s government has planned
extensive projects, including the Dubai Creek Harbour and
Ain Dubai (the world’s tallest observa琀椀on wheel), designed
to enhance Dubai’s pro昀椀le as a top global des琀椀na琀椀on.
The development of addi琀椀onal hotel capacity aligns with
the UAE’s goal to increase visitor numbers to 40 million
by 2031. These infrastructure projects aim to provide
unique experiences for both luxury and budget travellers,
broadening Dubai’s appeal and reinforcing its role in the
UAE’s economic growth.
ECONOMIC IMPACT AND STRATEGIC SIGNIFICANCE
Tourism’s impact on GDP growth is underscored by Dubai’s
success in diversifying its economy and reducing its reliance
on oil. The tourism sector’s performance, as highlighted
by the Central Bank of the UAE, has become a pivotal
element in non-oil GDP growth projec琀椀ons, es琀椀mated at
5.9 percent for 2024. Tourism alone accounts for over 10
percent of Dubai’s GDP, a propor琀椀on expected to grow
as new projects come online and the city a琀琀racts more
interna琀椀onal events and conferences.
Dubai’s strategic focus on tourism strengthens its resilience
to global economic shi昀琀s, posi琀椀oning it as a tourism
powerhouse. By leveraging tourism’s growth poten琀椀al,
Dubai not only contributes signi昀椀cantly to the UAE’s GDP
but also enhances its interna琀椀onal reputa琀椀on as a dynamic,
forward-thinking city in the Middle East.
